You can now use a forge in Hell Pit to add or improve enchantments on your bracelet.

You'll need to be at least 300k WS and be able to kill Achilles to enter Castle Ringstead to start grinding for the rings you need though. You have no chance of maxing all enchants at that starting level, but you should be able to get started and gradually move up as you get better rings, upgrade the bracelet a little, and train your stats.

The new forge can be found by traveling down to the Main Seam, Going E, Then NE all the way, then Down.

All of these will require rings that are dropped in Castle Ringstead

Also, there is a room in Cafe au Lait's Goblin Island that will show you which rings of which qualities you have, what enchants you can forge with what you have on hand, as well as list the rings you are missing for each of the enchants you don't yet have

Once you get there you will see a button for Enchantments that will give you a bit of a tutorial.

Special Attack Buffs (Everlasting stats)
Three aspects can be strengthened: Special Chance (Mana rings), Special Damage (Health rings) and Special Consistency (Stamina rings). All four rings must look like: [Element] [Ring Quality] of Everlasting [Stat]. You would start with [Element] Dummy of Everlasting Health to strengthen the Special Damage of your Divinity Bracelet by +5%. If you want to strengthen its damage further, you need to use 4 Bands etc., and similarly for the other aspects.
FatigueUse / ManaUse / Resistance Buffs (Zero)
Similarly, you can work on FatigueUse and ManaUse Reduction Bonuses, using Zero instead of Everlasting rings - starting with 4 Dummy of Zero Stamina/Mana rings.
If you use 4 Zero Health Rings, you can add Resistance to the Bracelet. But if you put 4 Minor Health rings, you achieve Watchfulness
Invisibility / Soulbind Buff (Uselessness):
1. Combine 4 Shielding Rings of Zero Uselessness -> Invisibility Buff
2. Combine 4 Rings of the Rules of Dragon Uselessness -> Soulbind Buff (bracelet)
CanFly / CanSwim / CanSeeInDark / CanBurrow (4 rings of same Element but different Everlasting stats)
CanFly uses 4 different Aero Bands of Everlasting X
CanSeeInDark: similar but with Ignis Bands
CanSwim: similar, but this time Rings instead of Bands and of course Aquatic Rings
CanBurrow: this time Terra Dummies will do the job.
Armor Percent Bonus (using streaks)
These combinations are rather complicated. The rings must be aligned to the 4 elements again. They also contain a extended, a greater, a superior, and a maximal (this is the streak).
When the bracelet has no Armor enchantment yet, you would start with a Health Streak of Signet Rings. For Example: Ignis Signet Ring of Maximal Health + Aquatic Signet Ring of Greater Health + Aero Signet Ring of Superior Health + Terra Signet Ring of Extended Health. Note that the order of the streak does not matter. This will put +1% Armor onto the bracelet.
The next step will require a Stamina streak, then Mana streak and useless streak. From now on, the ring quality will sometimes increase by one. After this, the process is repeated, starting with a Health streak. This can be performed up to the highest ring quality (Ruler).

The special chance and damage buffs start at 100 as this is how the divinity bracelet was designed.
EXTRAS are various flags like: /S = CanSwim, /SB = Soulbound, /I = Invisibility
