The Limbo Keeper is the only creature found in the Limbo, a sub-area of Necropolis.
It has a max hit of 12,500 points of damage with its 50 attacks and is not aligned to any elemental sphere. So once you have Pearl Armor and can get into Necropolis you should be able to defeat him after a long battle.
The Limbo Keeper has 20,000,000 points of life and will absorb 90% of physical and magical attack damage.
The creature will drop the Phylactery all the time, only if you don't have a lot of Phylacteries in your character's inventory. Killing one will earn the character approximately 90,000 points of experience and 1,500 pieces of gold and 3 Quest Points.
Getting down to him can be tedious, but if you mouse over the blue "Step Through" and it says the room number is 6311 it is the correct portal to take you to Limbo. At that point you must successfully "Play with Limbo" 21 times without being teleported back to the Fountain.
He was once considered a Boss creature, but has since been demoted. Once you have defeated him, he won't reappear for 15 minutes which is not affected by Short Boss Timer days.
